Ms. Kristen Kelley
Ms. Kelley has over eighteen (18) years of consulting experience in the electric utility industry with six (6) years of California Independent System Operator (ISO) experience in software and market design implementation. Ms. Kelley has acted as senior project manager of forward market and real time energy market system design and development of the new LMP-based market in California. She possesses an extensive knowledge of software development life cycle practices of complex technology projects.

Kristens’ experience includes project management of scope, schedule and budget with effective team and vendor management of software delivery ($25+ million). She has implementation experience includes comprehensive testing and integration activities for new software systems to interface with legacy systems through service oriented architecture.

As a senior Project manager for CAISO’s implementation of the forward market and real time market software system for its Market Redesign and Technology Upgrade (MRTU) program she determined the impact of design features on ISO systems, identified system modifications and potential interface changes, and developed the plan to complete system specific design elements as well as the comprehensive features. She coordinate with business owners of interfacing systems outside of the market operations group (EMS, settlements, compliance, etc.) and worked with the information system team to make sure all redesign efforts meet technology infrastructure market design standards (e.g., open architecture, vendor independence, industry-accepted technology, etc.). Also she managed the vendor in system implementation from proof of concepts, detailed design and code development through to system, integration, end-to-end testing, and market simulation to deployment. Scheduling Department: Project management for development of the ISO’s interchange scheduling and E-tagging integration (BITS/ETAG) project. Turnkey process from development of business case and obtaining approval for the capital budget to selection of the vendor and implementation of the development process.

Market Operations: Market Operations Training

Core team member in the management, planning and development of a focused training program for market operations staff. Author of the ISO’s Market Operations Training Series “Section 6.1 Overview of the California Market Design” covering California’s electric restructuring, its market design, transmission models, pricing delineation, unbundling of energy services, ancillary services procurement, firm transmission rights, local reliability contracts, all the forward energy markets, congestion management, pricing, and future driving forces for market redesign.

Market Operations/Contracts: Stakeholder/ISO Coordination

Since CERS became the state's only creditworthy purchaser of energy, a significant amount of coordination regarding real-time operating procedures, information sharing, RMR issues, newly established demand relief programs, settlements, and dispute resolutions was needed. Managed coordination and tracking of the resolution of issues through daily and weekly meetings, research and documentation of items needing resolution, documented communication of ISO responses to CERS requests, and internal communication of the issues.

Market Operations: 10-Minute Market Analysis

Due to insufficient bids in the imbalance energy market, assisted in the evaluation and development of possible changes to the 10-minute market that could make it more robust. These items included: 1) As-bid for imports, 2) modifying penalties for Combustion Turbines, 3) modifying the target price, and 4) modifying regulation. In addition, aided management in the communication (through Board memo's and presentations) of preliminary results of Market Operation's analysis of the benefits of the 10-minute market since its deployment in September 2000.

Market Operations/Strategic Office: Comprehensive Market Redesign Initiative

Assisted in the coordination of the ISO’s effort to redesign its congestion management market per a Federal Energy Regulatory order.

Market Operations: Project Management for development of the ISO’s new Automated Dispatching System (ADS)

Managed the creation of a new system that automated the generation dispatching process using new middleware technology. Succeeded in implementing the project within six months and under budget. Conducted the market simulation of the new system and coordinated a team including market experts, software programmers, database manager, information security, networking, and client representatives.

Most recently Kristen is managing a large project to implement electronic versions of market operation manuals for the Hellenic Transmission System Operator (HTSO) leading a multi-national team. Kristen is also acting as project manager for a market participant helping them prepare for the future implementation of the Texas Nodal (LMP) market planned for commencement in 2009. International.
